Communications in the Western Province, especially on remote islands, can be difficult. Network coverage is patchy and power cuts frequent, people may not have been able to charge their phones. Please be patient and keep trying to contact them. It's worth sending a txt if phones are off or not answered. If the operator has a Facebook page or is on WhatsApp, those are often good options to try.
